The CD4060 internally consists of an oscillator and a binary counter with 10 output levels. The oscillator can be externally connected to a crystal oscillator or an RC circuit; this control circuit is configured as an RC oscillator, formed by the series connection of R1–R10 and C1–C10. the total resistance of the series-connected resistors is the sum of their individual values, and the total capacitance of the series-connected capacitors of equal value is equal to the capacitance of a single capacitor divided by the number of capacitors, i.e., 10⁴/10.Once the CD4060 oscillator circuit begins oscillating, the counter counts the oscillation signals, Each binary bit of the counter toggles continuously as counting proceeds, thereby outputting square-wave signals with frequencies ranging from high to low on pins Q4–Q14. Pins Q4–Q10 each drive a light-emitting diode (LED) L9–L15, causing these seven LEDs to flash at different frequencies. Pins Q12–Q14 are connected to the inputs of the 74HC138 integrated circuit, a 3-to-8 decoder that allows only one bit to be at a low level at a time at its outputs. As the input data changes, pins Y0–Y7 sequentially go low, creating a running light effect on LEDs L1–L8. After the CD4060 counter overflows, it resets to 0 and begins counting again.
